Sprouting a seed is the point at which many legal systems consider cultivation to have begun. Before searching for how to germinate cannabis seeds, it is worth confirming whether home growing is permitted locally, since some regions allow seeds to be owned but not planted. Where it is lawful, limits on plant numbers and rules about keeping plants out of public view often apply. Penalties for exceeding those limits can be substantial.
